Solana Verifier Approved SIMD-0096

Solana validators have approved Solana Improvement Document (SIMD) -0096, a proposal to send all transaction priority fees to validators for the production of blocks. The previous scheme was to split the destruction fee 50/50 between rewarding validators. The proposal aims to improve the incentives for how validators receive priority fees, thereby helping to improve cyber security. SIMD-0096 could also improve incentives within validators' systems by eliminating private transactions that may exist between block producers and transaction submitters.
