Super intelligent AI is very risky, we should not rush to advance, and we should oppose those who try to advance. Please don't build 7T server scale.
A robust ecosystem of open models running on consumer hardware is an important hedge against a future in which the value captured by artificial intelligence is highly concentrated and most human thought is read and mediated by a few central servers controlled by a few. Such models also have a much lower risk of destruction than corporate hubris and the military.
Dividing artificial intelligence into small and large categories, exempting small categories and regulating large categories, seems reasonable in principle. And 405B is bigger than consumer hardware (70B isn't; I can run it). But the concern is that many current proposals end up slipping everything into the big category.
