Hyper Foundation proposes treating HYPE held by aid funds as destroyed

The Hyper Foundation posted on social media that it proposes a validator vote to officially acknowledge that the Aid Fund HYPE has been destroyed and to permanently remove these tokens from circulation and total supply. As background information, the Aid Fund converts transaction fees to HYPE in a fully automated manner during L1 execution. Similar to zero addresses, the Aid Fund's system address has never had the private key that controls its funds. Funds cannot be mathematically recovered unless a hard fork is made. Voting "yes" means that the validator agrees to destroy the Aid Fund HYPE tokens. Since these tokens already exist in a system address without a private key, no on-chain operation is required. This vote constitutes a binding social consensus that no protocol upgrade will ever be authorized to access this address.
