The European Union Commission announced on December 16 that it plans to issue about 90 billion euros in bonds in the first half of 2026. The proceeds raised will be used to support Ukraine and provide loans to member states. The relevant funds will be distributed through the "Next Generation European Union" program and the "European Security Action" mechanism. The European Union Commission said that between 2024 and 2027, it will provide loans to Ukraine up to 33 billion euros. Analysts believe that the large-scale bond issuance plan is aimed at providing Ukraine with sustained and stable financial support amid divisions within the European Union over the use of frozen Russian assets to support Ukraine.
