Binance announces receipt of full regulatory clearance from the Abu Dhabi Global Market Financial Services Regulatory Authority

Binance announced that it has received full regulatory clearance from the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), and its global platform will officially operate under ADGM's international regulatory framework.
In accordance with regulatory requirements, platform operations will be migrated to a new three-entity structure to enhance transparency, supervision mechanisms and risk management. From January 6, 2026, Binance services will be undertaken by three ADGM-licensed entities: Nest Exchange Services Limited, which is responsible for platform operations such as spot and derivatives trading; Nest Clearing and Custody Limited, which is responsible for clearing and custody, and acts as a central counterparty for derivatives transactions; Nest Trading Limited, which provides over the counter, flash and some wealth management services.
This structure is consistent with the traditional financial supervision model, strengthening the risk isolation of the platform and the protection of user assets through the layering of matching, clearing and custody functions. In line with the structural adjustment, Binance will update the user agreement. From January 5, 2026, the rights and obligations under the original "Terms of Use" of the user will be automatically undertaken by the corresponding ADGM entity, and the relevant terms of the product will also be adjusted simultaneously.

The official said that the migration will not affect the daily use of users: UIDs, balances, order records and available products will remain unchanged, and unpositioned squaring derivative positions will be transferred to Nest Clearing and Custody Limited for clearing and custody.
