President Donald Trump's November 10 proposal to give US citizens a "dividend" funded by $2,000 in tariffs requires congressional approval, US Treasury secretary Scott Bescent said on Sunday.
"We need legislation," Bescent said in an interview on Fox News that aired Sunday, according to Bloomberg, indicating that the administration cannot move forward without a new bill passed by Congress. Bescent also mentioned that he expects households to feel more economic pressure early next year, noting that Trump's policy package includes tax cuts and predicts slower inflation and stronger real income growth in the first half of 2026.
