Pavel Durov, the company's chief executive, has had his travel ban completely lifted while French authorities investigate messaging platform Telegram. Law enforcement has been investigating whether Durov conspired to allow criminal activity to take place on the app. Initially, he was ordered to stay in France, but in June, Durov won an easing of restrictions to allow him to make limited trips to Dubai. A year ago in August, French authorities made global headlines when they arrested Durov at Paris airport as he was disembarking from a private jet. He was detained for four days of interrogation and charged on suspicion of conspiracy to allow criminal activity to take place on the app. He has always denied the allegations. At the time, he was ordered to pay bail of 5 million euros ($5.80 million), banned from leaving France and ordered to report to authorities twice a week.
