The US government's "opening" will be in slow motion, and the restart time may be more than a week

The longest government shutdown in US history is coming to an end, but it could take days and a week or more for some agencies to fully resume normal operations. Payroll systems need to be updated to cover payroll during the shutdown. Grants, loan applications and customer service backlogs that have been stalled for 43 days also need to be cleared as soon as possible. Delayed environmental clearances, workplace inspections and government contract approvals are piling up at federal agencies. All of these restarts will not begin until Congress passes the appropriations bill and President Trump officially signs it. The House of Representatives could pass the Senate-approved temporary funding bill as early as Wednesday night, but many government entities may not start operating again until Friday or Monday, depending on how quickly the bill moves through Congress.
