On November 6, it was reported that China and the United States have recently adjusted a number of tariff or non-tariff measures, and began to implement the consensus reached in the Kuala Lumpur economic and trade consultations between the two sides. On the 4th local time, the White House issued two consecutive presidential executive orders, announcing that starting from November 10, 2025, the so-called 10% "fentanyl tariff" on Chinese goods will be cancelled and the one-year suspension period of the 24% "reciprocal tariff" on Chinese goods will be extended. On the 5th, the two Chinese departments successively issued corresponding adjustment measures. Huo Jianguo, vice president of the China WTO Research Association, said that the two sides are currently implementing the consensus on the first aspect, which involves the United States raising "fentanyl tariffs" and imposing "reciprocal tariffs" on China on March 4 and April 4. China has taken corresponding countermeasures. He said that according to the consensus reached by the two sides, the implementation of the results of future Sino-US consultations will involve the US "50% Penetration Rule" and relevant trade restrictions on China's maritime, logistics and shipbuilding 301 investigations, and will also include bilateral fentanyl anti-drug cooperation and expanding agricultural trade.
