The US Congress showed the first signs on Monday that it might end its near-record federal government shutdown, as Senate Republican and Democratic leaders talked of finding an "exit package" to the current impasse. The 34-day standoff between Congress and Mr. Trump has led to the shutdown of a range of federal programmes, including aid to low-income Americans, the payment of US soldiers' salaries and airport operations. The new fiscal year began on October 1, but legislation to fund such activities has not been enacted. Thousands of federal employees are on unpaid leave and the fight has also put on hold about $1.70 trillion in discretionary funding, which accounts for about a third of total annual US spending. Senate Republican and Democratic groups have held sporadic private meetings since Oct. 1 to find a way out of the impasse plaguing Washington, but have so far failed to reach a final agreement.
