Federal Reserve Governor Cook: Interest rate cuts are possible in December, but will depend on follow-up information

Mr. Cook, the Fed governor, said that each Fed meeting was real-time for monetary policy, which did not set a fixed path; that risks to both aspects of the Fed's dual mandate had risen; and that policy was moderately restrictive.
