The Romanian National Gaming Office (ONJN) on Thursday blacklisted prediction market platform Polymarket for operating without a license.
ONJN classifies betting on Polymarket as counterparty bets rather than transactions. In Romania, gaming is a state monopoly and operators must apply for and obtain a license from the National Gaming Office before conducting business.
Vlad-Cristian Soare, chairperson of ONJN, said: "The decision to blacklist Polymarket has nothing to do with technology, but with the law. Whether you are betting in leu or cryptocurrency, if you are betting on future outcomes under counterparty betting conditions, we are talking about gambling that must be licensed."
