It is necessary to use reform and innovation methods to cultivate more new scenarios, promote "hardware construction" such as infrastructure and platforms, do a good job in "software support" such as regulations, systems, and policies, strengthen departmental coordination, improve supervision mechanisms, and create a good innovation ecosystem.
