Zheng Zhajie, party secretary and director of the National Development and Reform Commission, said at a news conference held by the Central Committee of the Communist Party of China on Oct. 24 that the "Proposal" places "building a modern industrial system and consolidating and strengthening the foundation of the real economy" as the first strategic task, and deploys four key tasks, which can be grasped from "consolidating and upgrading, innovating and rejuvenating, expanding capacity and improving quality, and strengthening foundation and increasing efficiency."
