Base Builds Support for Basenames as L2 Network Identity via ENSIP-19

Base Build announced that Basenames can now be used as the primary identity for users on Layer 2 networks (L2s), enabling a one-time automated migration via the ENSIP-19 protocol, eliminating the need for users to manually operate, and power builders that support ENS integration can also be used with Basenames.
