The person in charge of the Anti-Monopoly Division II of the State Administration for Market Regulation answered a reporter's question on the investigation of Qualcomm

On October 12, the head of the Second Anti-Monopoly Department of the State Administration for Market Regulation answered a reporter's question on the investigation of Qualcomm's violation of the Antimonopoly Act of the People's Republic of China. This is a daily law enforcement work carried out by the State Administration for Market Regulation in accordance with the Antimonopoly Act. In May 2023, Qualcomm announced the acquisition of Autotalks. After receiving the report, our bureau conducted a comprehensive evaluation of the concentration, and found that although the concentration did not meet the reporting standards, there was evidence to prove that it had or may have the effect of excluding or restricting competition. On March 12, 2024, our bureau notified Qualcomm in writing in accordance with Article 26 of the Antimonopoly Act to require it to declare. Concentration shall not be implemented until the declaration is not made or the declaration is approved. On March 14, 2024, Qualcomm sent a letter to our bureau, indicating that it would give up the transaction. In June 2025, Qualcomm completed the acquisition of Autotalks without making a declaration or communicating with our bureau. After receiving the report, our bureau verified and Qualcomm admitted the relevant facts. On the basis of clear relevant facts and conclusive evidence, our bureau filed a case for investigation into Qualcomm's acquisition of Autotalks for illegal concentration of business operators in accordance with the law. In the next step, the State Administration for Market Regulation will continue to advance relevant investigations in accordance with the principles of laws, regulations, objectivity and impartiality.
