On October 10, according to Cryptopolitan, Vladimir Chistyukhin, the first deputy governor of the Central Bank of Russia (CBR), revealed at the Finopolis forum that the Russian central bank has decided to allow banks to conduct cryptocurrency business, but will introduce strict capital limits and reserve requirements.
Chistyukhin also pointed out that the Russian central bank wants to pass a law next year that comprehensively regulates cryptocurrency investments. This would enable the authorities to implement a licensing mechanism, and it believes that the first licensed service providers can enter the market by the end of the year. Chistyukhin's proposal for the speedy approval of appropriate cryptocurrency legislation has the support of its superior, Elvira Nabiullina, the governor of the Russian central bank.
