Ministry of Transport: Special port charges for US ships

On October 10, according to the "Regulations of the People's Republic of China on International Maritime Transport" and other laws and regulations and basic principles of international law, with the approval of the State Council, from October 14, 2025, ships owned by enterprises, other organizations and individuals in the United States; ships operated by enterprises, other organizations and individuals in the United States; ships owned or operated by enterprises, other organizations and individuals that directly or indirectly hold 25% or more of the equity (voting rights, board seats); ships flying the flag of the United States; ships built in the United States, the maritime administration agency where the ship calls at the port is responsible for collecting the special port fee for the ship. If a ship calls at multiple Chinese ports on the same voyage, the special port fee for the ship will only be paid at the first port of call, and the subsequent port of call will no longer be charged. The same ship shall charge no more than 5 special port charges within one year. Our Ministry will formulate specific implementation measures.
