According to Bloomberg, the US state of North Dakota plans to launch a stablecoin "Roughrider Coin" in 2026, making it the second US state to issue a state-level stablecoin after Wyoming. It is reported that the stablecoin will be fully backed by the US dollar and will initially be mainly used for financial transactions such as loan issuance, overnight lending and construction financing between banks and credit unions in the state. It will be issued by the Bank of North Dakota in partnership with Fiserv, which will use the technology platform of Paxos and Circle.
