Senate Minority Leader Chuck Schumer said the government was heading for a shutdown as Republicans tried to force Democrats to accept "their partisan bill". Speaking on the Senate floor, Mr. Schumer said: "There is still a chance" and there is still time for Republicans to get serious before midnight.
