The Ministry of Commerce announced the implementation of export license management for pure electric passenger vehicles

On September 26th, in order to promote the healthy development of new energy vehicle trade, in accordance with the relevant provisions of the Foreign Trade Law of the People's Republic of China, the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, and the General Administration of Market Supervision have decided to implement export license management for pure electric passenger vehicles. The relevant matters are hereby announced as follows: 1. Implement export license management for other manned vehicles with vehicle identification code (VIN code) with the name of the goods only equipped with drive motors (refer to the customs commodity number 8703801090). 2. The enterprise conditions, management methods, declaration procedures, and application and issuance of export licenses for declaration of export qualifications shall be implemented in accordance with the relevant provisions of the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the former General Administration of Quality Supervision, Inspection and Quarantine, and the former State Accreditation and Supervision Commission "Notice on Further Standardizing the Export Order of Automobile and Motorcycle Products" (Shangchang Fa [2012] No. 318). The customs inspection of exported pure electric passenger vehicles shall be subject to the current effective catalogue of import and export commodities that must be inspected. 3. This announcement shall come into effect on January 1, 2026.
