Li Jiachao: Accelerate the establishment of an international gold trading market, with the goal of gold warehousing exceeding 2,000 tons in three years

On September 17, the Chief Executive of the Hong Kong Special Administrative Region, Li Jiachao, delivered the 2025 Policy Address in the Legislative Council. Li Jiachao said that he will accelerate the establishment of an international gold trading market. Specific measures include promoting the Airport Authority of Hong Kong (AA) and the Financial Institution Group to expand gold storage in Hong Kong, with the goal of exceeding 2,000 tons in three years, and building a regional gold reserve hub; promoting gold merchants to establish or expand refineries in Hong Kong, and studying with the mainland for processing in the mainland, refining gold and exporting it to Hong Kong for trading and delivery; establishing a Hong Kong gold central clearing system to provide efficient and credible clearing services for international standard gold transactions, and inviting the Shanghai Gold Exchange to participate, preparing for future interconnection with the mainland market; enriching gold investment tools, assisting issuers in issuing gold funds, supporting the development of new products, such as tokenized gold investment products; supporting the industry to establish a gold industry association, establishing and A communication platform for governments and regulators.
