On September 13, the Ministry of Industry and Information Technology and other eight departments issued the "Work Plan for Steady Growth of the Automobile Industry (2025-2026) " to support the trade-in of cars, the renewal of new energy city buses and power batteries, and promote the consumption of automobile cascade and renewal consumption. Launch a pilot reform of automobile circulation consumption, and expand post-market consumption such as car modification, leasing, events, and RV camping. Encourage areas with vehicle purchase restrictions to optimize purchase restriction policies and gradually realize the transition from purchase management to use management. Implement facilitation measures such as "reverse invoicing" for used car sales and registration of transactions in different places, explore the establishment of an online transaction management system, strengthen information sharing and openness in the automotive field, improve the accuracy and authority of the used car information inquiry platform, and promote the efficient circulation of used cars.
