在盘活传统土地和推进低效用地再开发方面，自然资源部将细化并完善低效用地认定标准，推动城镇低效用地有序腾退与主动退出，加快推进国有企事业单位存量土地的盘活利用。同时，鼓励通过市场化方式灵活处理存量闲置土地，多措并举提升土地节约集约利用水平，为土地要素市场化配置提供制度保障和实践路径。
