Paul S. Atkins, chairperson of the Securities Exchange Commission (SEC), said at the OECD Global Financial Marekt Roundtable that the SEC will modernize securities regulations through Project Crypto, clarify the securities status of crypto assets, and provide a clear regulatory framework for companies to raise, trade, pledge, and lend on-chain. He stressed that most crypto tokens are not securities, and regulation will protect investors with a minimum intervention principle, while encouraging innovation and competition.
Atkins also pointed out that artificial intelligence (AI) will be combined with blockchain to promote "intelligent proxy finance" to automate trading, capital allocation and risk management, improve market efficiency and reduce costs. He called for international cooperation, drawing on the experience of the European Union MiCA, to jointly advance digital asset regulation and financial innovation. The SEC's goal is to establish a world-leading crypto and AI financial ecosystem in the United States, creating more opportunities for investors and businesses.
