On September 5, Alexey Yakovlev, head of the Financial Policy Department of the Russian Ministry of Finance, said that the threshold for obtaining the qualification of "specially qualified" investors is to be lowered in order to expand the number of entities participating in organized cryptocurrency transactions under the framework of the central bank's "experimental legal system" (ELR).
In March, the Bank of Russia proposed a three-year pilot, open only to "specially qualified" investors. The current standard is to hold securities and deposits in total of more than 100 million rubles (about 1.2316 million dollars), or more than 50 million rubles (about 615,800 dollars) in the previous year. The specific reduction was not disclosed, and the goal is to improve accessibility under the premise of risk control.
