US District Judge Charles Breyer ruled that Mr. Trump had violated federal law by deploying National Guard troops to Los Angeles amid protests against his crackdown on immigration. Judge Breyer issued an order on Tuesday prohibiting the use of troops deployed in California and any other military force in the state to "enforce the law". But he suspended the ruling pending further legal proceedings. "Protests did take place in Los Angeles and some committed acts of violence," Mr. Breyer wrote in his ruling. "But there was no insurgency and civilian law enforcement was fully capable of responding to protests and enforcing the law."
