According to the New York Times, four people familiar with the matter said that Mr. Trump was preparing to remove Billy Long from the position of director of the Internal Revenue Service, which he had held for only two months. Mr. Long, a former Republican congressman and staunch ally of Mr. Trump, is expected to be nominated for the ambassadorial post, the people said. It is unclear who will succeed the director of the Internal Revenue Service, which has changed six heads this year. A senior administration official said that Treasury Secretary Scott Bessant would serve as acting director until a long-term successor is in place. Mr. Long's appointment was an anomaly. He has a limited background in tax policy and no experience beyond pushing for a tax credit that the I.R.S. had warned of serious fraud risks. During his tenure as a member of Congress, he even supported legislative proposals to repeal the IRS.
