On July 31, the Shenzhen Municipal Development and Reform Commission formulated a high-quality construction plan for low-altitude infrastructure in Shenzhen (2024-2026), which mentioned that by the end of 2026, more than 1,200 low-altitude take-off and landing points will be built, and more than 1,000 low-altitude commercial routes such as manned and cargo flights will be opened. Helicopters and eVTOL take-off and landing facilities will cover more than 50% of the built-up area within a 1-kilometer radius. "2-hour intra-city, 4-hour cross-city" low-altitude express delivery services will cover more than 70% of the city's population. Tier 1 hospitals and blood centers (blood stations) will cover more than 50%. The city's parks, rivers, reservoirs, shorelines, etc. will be fully covered within a 3-kilometer radius of the urban governance take-off and landing field. Manned flights, logistics and transportation, low-altitude sightseeing, aviation sports, and Commercial applications have been realized in the fields of training, power line inspection, port inspection, aerial photography and mapping, agriculture, forestry and plant protection.
