据香港金管局发布的《稳定币条例》持牌稳定币发行人监管指引，香港金管局要求持牌稳定币发行方"确保不会在禁止交易指明稳定币的司法管辖区发行或要约提供指明稳定币"，并且“持牌人应实施管控措施，以缓解远程客户身份认证程序中，以及在日常运营期间发生位置掩饰（例如使用虚拟专用网络，即VPN）的风险”。
