On July 24th, the People's Bank of China and the Ministry of Agriculture and Rural Affairs issued the "Opinions on Strengthening the Reform of Financial Services in Rural Areas and Promoting the Comprehensive Revitalization of Rural Areas", which mentioned that it is necessary to improve the system and mechanism of financial services in rural reform, encourage all localities to explore the establishment of agricultural facilities and livestock and poultry live rights certification, mortgage registration and other management systems, expand the coverage of mortgage financing, and promote the revitalization of rural resource assets. Strengthen the credit and credit management of Financial Institution Groups, optimize and improve the financial supply mechanism. Strengthen policy guarantees and organizational promotion, comprehensively use monetary, credit and other policies, encourage Financial Institution Groups to issue financial bonds for "three rural", small and micro, and green special projects, support qualified enterprises to issue rural revitalization bonds, and increase capital investment in rural revitalization. Strengthen the use of risk compensation, loan interest discounts, incentive awards, etc., promote government financing guarantee institutions to play their credit-enhancing functions, and support the financing of various agricultural business entities.
