Matt Hougan, chief investment officer at Bitwise, said the U.S. House of Representatives passed two landmark bills on Thursday. One of them, the CLARITY Act, provides a clear definition of digital assets and divides regulatory responsibilities between the Securities Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).
At the same time, another piece of legislation, called the GENIUS Act, became the first federal-level crypto law in U.S. history, establishing national standards for the issuance and regulation of stablecoins. This has prompted institutional investors and market analysts to rethink the valuation, trading, and structuring of future digital assets.
After the vote, Matt Hougan expressed his views on the impact of this on the digital asset market. He said that the CLARITY Act in particular could introduce a whole new pricing mechanism for cryptoassets, similar to how bonds are valued in traditional finance (TradFi).
