Dan Marani, a former assistant United States trade representative for Europe and the Middle East, said he believed Mr. Trump's letter to the European Union was an effort to push the European Union toward a better deal. Mr. Trump had previously threatened to impose 50 percent tariffs on the European Union in May, a move that appeared to speed up the negotiations. But Mr. Marani said the letter could encourage those within the European Union who want to retaliate, who think the United States is not serious about making a deal.
