11% to 20%, US media reported that Vietnam did not agree to the tariff rate announced by Trump

Vietnam initially thought it had reached a tentative deal with the US that would result in a significant reduction in tariffs. But at the last minute, Mr. Trump raised the tax rate. As a result, the Vietnamese government has yet to formally accept key parts of the deal that Mr. Trump announced on social media last week, despite Mr. Trump's claim that the terms had been agreed by the Vietnamese leader. According to Mr. Trump's July 2 post, the US will impose a 20 per cent tariff on imports from Vietnam to the US, or as much as 40 per cent if "trans-shipment" is involved. In exchange, Vietnam will open its market to the US. This caused consternation in Vietnam because their negotiators did not actually agree to a 20 per cent rate. Four people familiar with the matter said they thought the tariff rate would be around 11 per cent. Mr. Trump ignored that figure in a phone call with the Vietnamese leader, and instead announced that the United States would impose tariffs almost double what had been expected, alarming even American lobbyists for the two countries. "Trump caught everyone off guard," said one lobbyist. So far, neither the White House nor Vietnam has released any documents indicating that the final agreement includes those tariff rates, and neither country has formally signed the agreement.
