Ministry of Finance: Measures on medical apparatus imported from the European Union in government procurement activities

On July 6th, according to relevant laws and regulations, with approval, the Ministry of Finance has decided to take relevant measures on some medical apparatus imported from the European Union in government procurement activities. The relevant matters are hereby notified as follows: 1. When the purchaser purchases medical apparatus with a budget amount of 45 million yuan or more (see the annex for the list of specific items), if it is really necessary to purchase imported products, after fulfilling the legal procedures, European Union enterprises (excluding European-funded enterprises in China) shall be excluded from participating. For participating non-European Union enterprises, the proportion of medical apparatus imported from the European Union shall not exceed 50% of the total contract amount of the project. The above measures do not apply to procurement projects in which only medical apparatus imported from the European Union can meet the procurement needs. 2. This Notice shall come into force on July 6, 2025. Before the date of implementation, procurement projects involving the above measures that have already won the bidding and announced the transaction results may continue to sign government procurement contracts and not implement the measures stipulated in this Notice.
