Jeffries, the Democratic leader, broke the House record by speaking for more than eight hours in an effort to delay passage of the "Big and Beautiful" bill. Mr. Jeffries used his time to read letters from voters likely to be affected by cuts to the safety net and to name Republicans who would support the bill. The speech was a last resort for Democrats to delay passage of the bill. Still, the bill was expected to pass later on Thursday to meet the Republicans' self-imposed deadline of July 4. Republicans mostly shrugged off the speech, which Mr. Johnson, the House speaker, called "a complete waste of everyone's time."
