The United States wants Vietnam to pay higher tariffs based on foreign components

Vietnam and the United States are said to be close to agreeing on a trade framework that would impose tariffs of a certain size on goods based on the proportion of foreign components, according to people familiar with the matter. Products exported to the United States that contain the highest proportion of foreign components would be subject to tariffs of around 20 percent or more, they said. Products with a lower proportion of foreign components would be subject to a slightly lower tax rate, while products made entirely from Vietnam would face the lowest rate, possibly the 10 percent tariff currently prevailing, the people said.
