据知情人士透露，越南和美国据称即将达成一个贸易框架，根据外国成分的比例，对商品征收一定规模的关税。他们表示，出口到美国的含有外国零部件比例最高的产品将被征收20%左右或更高的关税。知情人士说，外国零部件比例较低的产品的税率将略有降低，而完全来自越南的产品将面临最低的税率，可能是目前普遍征收的10%的关税。
