Consultation between the Hong Kong Treasury and the Securities Supervision Commission on the proposed regime for regulating virtual asset trading services and custodial service providers

The Hong Kong Treasury Board and the Hong Kong Securities Supervision Commission today launched a joint consultation to introduce a regulatory regime for virtual asset trading services and custodial service providers. The proposed regime will empower the Securities Supervision Commission to license and supervise virtual asset trading service providers and custodial service providers, and enforce relevant regulations. The Securities Supervision Commission will also be responsible for setting compliance standards for these two important service providers, ensuring robust investor safeguards and maintaining market integrity under the principle of "same business, same risk, same rules". This also reflects that the Securities Supervision Commission is actively implementing various plans under the "ASPIRe" roadmap, and will continue to build a dynamic, safe and stable digital asset market on the premise of sustainable development.
