The tweet describes: The Ethereum layer will become the master ledger for the world. Anyone can view, use, add data or features without permission. Have trusted neutrality. Have censorship resistance. Have tamper resistance and tamper visibility (through penalty mechanisms and transparency).
Continuously implement progressive decentralization. Have a large world-class community that is always on high alert because there will always be patient and well-resourced forces trying to disrupt the system. Fortunately, as Ethereum continues to grow and mature, this disruption will become increasingly difficult.
