The 35-member IAEA Board of Governors on Thursday adopted a resolution formally declaring Iran in violation of its nuclear non-proliferation obligations for the first time in nearly two decades, diplomats attending a closed-door meeting said. "The [Board of Governors] finds that, since 2019, Iran has repeatedly failed to meet its obligations to provide full and timely cooperation to the IAEA with respect to undeclared nuclear material and activities at multiple undeclared sites in Iran... constituting non-compliance with obligations under the IAEA Safeguards Agreement," the IAEA Board of Governors text of the resolution states.
