美国商务部长霍华德·卢特尼克在中美经贸磋商机制首次会议中表示，如果与中国就稀土和磁铁许可问题达成解决方案，出口管制可能会“放宽”。他说，如果两国总统同意，那么美国和中国将实施该计划。中国贸易代表李成钢在伦敦会谈后告诉记者，双方原则上同意了执行上个月在日内瓦达成的共识的结构。
