Apple said on Monday that it would open up the underlying technology it uses for its smartphones. Craig Federighi, Apple's head of software, said the company was opening up its underlying artificial intelligence models for some of its own functions to third-party developers. "This work will take more time to meet our high Quality Standards," Mr. Federighi said of delays in some features, such as the improved Siri. Mr. Federighi also said Apple planned a design overhaul of all of its operating systems.
