Europe is preparing to regulate DeFi in 2026

European Union crypto policy experts have revealed that Europe plans to start work on the development of a decentralized finance (DeFi) regulatory framework in 2026. Although the Crypto Asset Markets Regulation (MiCA) has come into force on December 30, 2024, the regulation does not provide a clear definition of "decentralization", resulting in a regulatory vacuum for the DeFi protocol. Vyara Savova, head of policy at the European Crypto Initiative, said that the current MiCA regulation theoretically excludes "fully decentralized" protocols from the scope of regulation, but the specific determination criteria are not yet clear. The European Union plans to start legal definition of the concept of decentralization in mid-2026, and is currently working on regulatory amendments in specific areas such as stablecoins.
Notably, Marina Markezic, executive director of the European Union Crypto Initiative, confirmed that the MiCA II framework advocated by ECB President Lagarde has been determined not to proceed. It was also revealed that the new anti-money laundering rules of the European Union for privacy coins and anonymous accounts will take effect in 2027 as planned.
