HRC report: Cambodian officials implicated in 19 billion dollar crypto scam

Humanity Research Consultancy (HRC) reports that Cambodian officials have profited from the $19 billion crypto scam industry, which involves labour trafficking, defrauding parks and Huione. Huione issues stablecoins to bypass financial regulations and processes funds through the Telegram-based Huione Guarantee. The US Treasury has identified Huione as a "prime money laundering target" and has proposed removing it from the US financial system. The UN report warns that Cambodia has become a global hub for crypto fraud, with Telegram recently banning accounts linked to Huione.
