The European Union has approved a 17th round of sanctions against Russia, targeting nearly 200 Shadow Fleet ships, said Mr. Karas, the European Union's top diplomat for foreign affairs and security policy. The new sanctions will also address hybrid threats and human rights issues. More sanctions against Russia are in the pipeline.
