Vitalik has divided the security of Ethereum Rollup into three stages:
Phase 0: The Security Council can reject the proof system entirely, with centralized control.
Phase 1: requires the consent of 6/8 members to intervene, with external member thresholds and limited intervention.
Phase 2: Only intervenes when a verifiable error occurs, and cannot be arbitrarily adjudicated.
As trust in the proof system increases, he suggests a gradual transition from phase 0 to phase 2. Phase 0 is the least secure and should be avoided for long periods of time. Rollup should start at least from phase 1, with an emphasis on audit and maturity building of the proof system.
