Trump is simplifying federal civil service layoffs, affecting more than 50,000 employees in policy-related positions

US President Donald Trump is reviving the "Schedule F" program to simplify the federal worker layoff process, which would reclassify about 50,000 federal employees (2% of the total) in policy-related positions as "at-will" (at-will), which would weaken the US civil service protection system and make it easier for the government to fire employees deemed disloyal. Biden repealed the policy after taking office, but Trump signed an executive order to reinstate it on his first day back in the White House.
America's traditional federal civil servants enjoy job protection and cannot be fired for political reasons. The "F Plan" would break the 140-year-old tradition of civil service neutrality under the Pendleton Act by converting policymaking-related positions to "at-will." The federal Office of Personnel Management requires agencies to submit proposals for job restructuring by April 20. The opposition has accused the Trump administration of leading to a "political purge" of the government and undermining the professional civil service.
