The Federal Reserve is refining its reform plan for stress testing at large banks and has submitted a proposal for public comment that would calculate the two-year average results. The Fed said it intends to push back the effective date of the annual stress capital buffer requirement from Oct. 1 to Jan. 1 next year to give banks more time to adjust to the new capital requirements. The proposal would also "make targeted changes to simplify data collection related to board stress testing". The planned changes are not intended to have a material impact on capital requirements, the Fed said.
