The US senator has submitted a draft of the Clean Cloud Act, requiring crypto miners to reduce emissions

Democratic Senators Sheldon Whitehouse and John Fetterman have submitted a draft Clean Cloud Act 2025 to the US Senate, which aims to control carbon emissions from cryptocurrency mining facilities and AI data centers, with the ultimate goal of fining facilities that use non-renewable energy by 2035. The draft would amend the Clean Air Act to require data centers with energy capacity greater than 100 kilowatts to comply with regional emission caps set out in the Department of Energy's National Transmission Demand Study. According to the draft, each region would set different emission caps. The caps would be established by the end of 2025 and then reduced by 11% every year until 2035. Exceeding the standard requires companies to pay inflation-adjusted fines based on the excess, and it is prohibited to pass on the cost to users. The fine funds will be used to mitigate the rise in residential electricity costs through local government grants and to finance the deployment of clean energy.
